How and why did they release the manifesto so fast for this shooter but for ANY OTHERS it takes weeks, months and YEARS to get details?

I woke up with so much information about this guy and yet we are still waiting for information on other incidents/shootings/killings etc. 

Does anyone remember the trans school shooter? And most was only showed redacted text (blacked out). And they released it how long after the shooting?????

Isn't anyone asking WHY they would release so much info over night?
